What would you consider the top colleges?( Besides Ivy league schools)?
I'm planning on going out of state for college because my state doesn't exactly have any challenging colleges. They have colleges where you can basically have gotten a 2.0 GPA and a 20 on your ACT and you're accepted in. I want something more challenging of at least having above a 3.5 GPA and above a 25 on your ACT. I'm not ivy league material therefore i'm not looking for the 10 best colleges in the nation, but anything within my boundaries. Thanks for the help!

Johns Hopkins University
Stanford
MIT
Carnegie Mellon
Swarthmore College
All those schools are not Ivy League, but still very competitive.
A list of slightly less competitive schools:
George Washington University
University of Delaware
Lafayette
American University
Lehigh
Drexel University
All of the above schools have a 25th percentile for ACT scores at 25 (give or take a point) and are all very good schools. The first list contains schools with their 25th percentile closer to 30.

Duke University in Durham, NC (known for their renowned medical center and top-rate business and medical schools) and the University of North Carolina at Chapel Hill (alma mater of Michael Jordan-they've retired his basketball jersey, the infamous #23; also known for their top-ranked medical and business programs. Those schools are attended by people who graduated around the top of their class. Plus, one of the best collegiate rivalries: Duke Blue Devils vs the UNC Tar Heels
