Ok so I went to the store and bought 7 cans of Pringles and the cashier didn't charge me for the reuseable bag that I asked for they usually charge a dollar for those?

They do. The cashier probably just made a mistake or was not aware themselves of this policy.

You could have asked her. Chances are she forgot, didn't think to charge you, didn't know to charge you, or doesn't care to charge you. You got yourself a FREE bag.
