Website like Paypal for someone without a Credit Card or Bank Account?

I'm 16 and I do not have a credit card and bank account so I could not Verify my Paypal. Someone is trying to pay me online and I was wondering if there is a website where I could have them transfer me the money, and then I could then spend it online.. Like Paypal basically. Thanks.

    You have to be at least 18 to use any sort of financial provision online.

    You need a card mate, apply for one you don't need your parents permission, or use your parents card. theres no other way around it
