Who handles accrued vaction, sick or personal time at your job...or in general.
Is it human resources? Accounting? or payroll?

The answer really all depends on the company and its size. If it's a smaller company and their HR person manages payroll too, he/she would be the person to look for. If it's a bigger company or they have separate departments for HR and payroll, I would usually suggest talking to the payroll person. I hope this helped!

It depends on the company.
HR typically makes policy. It does not mean that they monitor policy.
Depending on the company, any of those groups can manage time off practices.
