    Some form of flowering Prunus.

    They are cherry or plum (both in the same family, with nearly identical flowers). Since these are planted in a public place, my vote goes to cherry, because they are more popular, and come in more non-fruiting varieties.

    Hard to say for sure but, they look like Japanese Cherry trees.

    The bark and tree shape looks like plum. The close-up of the flowers looks more like pear.
