Do cops just decide if its a waste of time to charge someone?
When I was younger around 15 and 16 I was told I was going to catch 3 charges, one time from when I was out around 2 with my friends and my parents flipped out thinking I was missing, and addition to the curfew charge he said i was going to be charged with run away (I dont know why) and the second time I was just being an idiot vandalizing property and I was told I would be charged with that. But I never got a call, no court date, nothing. Now Im not complaining but I just wonder if its still in the system that I got those 3 charges, or if they said screw it and dropped them?

I'd imagine the officer filed the report and the district attorney's office decided not to press charges.
Yes, it is likely in your record. If you do something else, it may count as a prior incident. But you weren't charged. No crime was committed.
