Can cutting off one of two connected laptop cooling fans make it dangerous to run?

I have a laptop cooling pad that comes with 2 fans and one of the fans is busted. If I were to cut that fan off could I still safely run the other fan? Would placing electric tape over the cut wire help?

    The danger would be in overheating from the fan not working.

    you would be putting your life at risk. i would go get yourself a new one.
