Samsung Galaxy S4 not giving notifications?
I just upgraded from the S3 to the S4. I was getting all notifications just fine on the S3, but I don't receive them on my S4 unless I have the screen on. When the screen is off or locked, I don't receive them until a minute after me turning the screen back on.
I have checked all settings that I can possibly think of, on the phone and my apps (Facebook especially). They are all set for me to receive these.

Go to your service provider and ask then. You may have a broken phone.
