You efile a tax return and receive, hopefully, a tax refund
Fastest way is DD into your bank account or onto reload able card
Go to www.irs.gov and free efile

From what I have seen, some of it comes down to luck. I am not sure how the IRS decides which ones to process first. Although I do have a vague memory of seeing it published one year.
E-filing and direct deposit are the fastest combo for getting your refund. I e-filed on h&r block February 1, right before bed. The next afternoon I got an email that the IRS had accepted my return. It was another 10 or 11 days before the WMR website showed a direct deposit day.
I will get my refund February 18. But I heard of other people getting theirs sooner. My return was more complicated than some though. I had two w-2s, two 1099s, student loans, 1 dependent, earnings from running my own business, and earnings from misc hobbies to report.

I used turbo tax freedom edition. It walks you thru the process easily. I'm 24 with 1 dependent filed my taxes on my own and had them direct deposited. I filed 2/7 and was accepted withing minutes. Today 2/15 I received a direct deposit date of 2/20 so if it doesn't come before 2/20 it'll be a total of 13 days from start to finish this year. Some people get them sooner 6 days is the quickest I've heard. Last year I used Tax Act and got my refund in about 7-10 days after e-filing with direct deposit. Both sites are simple to use.

The quickest way to get a return is at IRS.gov, where you find the form 1040 and download it, fill it in and mail it to the IRS.
http://www.irs.gov/pub/irs-pdf/f1040.pdf Form 1040 Individual Income Tax Return
There, I clicked on it and got my return in seven seconds.
If you're talking about a "refund", the quickest way to "get that money" is to stop overpaying your taxes so you never have to count on them sending you back the money you lent them interest free for no good reason.
