Does a monitor really make a difference when aiming and seeing things?

If it really does can you please give me a cheap monitor I'm not trying to spend a lot of money on it. Or what recommendations to try

It would be better if you were a bit more specific about what you're using it for, for a console, a PC? FPS games?

In general terms any screen which does 60fps at 1080p is the best budget choice for gaming. A monitor running games at 60fps as opposed to 30fps will look a lot better, but bear in mind only PC's and a selective games on consoles run at 60fps, and not all console games are 1080p either.
