I was wondering if anyone knew who these people are in this photo?

I found this photo on Facebook around the middle of the month but I seem to not remember anything regarding the names or circumstances of the people in it:

I *think* their jackets say something about an "Australian Sport Commission", and "FINA" in the background is an international swimming federation, so I figured it might be a bit of a big deal. The medals aren't anything recently Olympic, but apart from that, I don't have anything on them.

ANY help would be appreciated - recognition of which country/event the jackets signify, what event medals of that description are from, ANYTHING.
