Some people do not have unlimited text or any text plan, they are just warning those folks. This assumes you are texting a US number from a US number.

It refers to text/data rates. Like remember when texting was $0.15 a text? And mobile internet was something the rich can only afford. If you have unlimited texting. Then you shouldn't worry about being charged!
