Lung cancer ribbon tattoo help?

I finally decided what I want. I want to get the ribbon (black and white tattoo) with my dads birthday in the top part of the ribbon and then dash (-) and his death date going into the bottom of the ribbon. (I would draw an example if I could draw lmfao.) and I want clouds surrounding the ribbon with the effect of light. So basically the ribbon sitting the heavenly clouds. So basically I was wondering if one - would I fit on my inner bicept. Two how much would it probably cost. And three and other ideas?
