    The angle, θ, between them, with t=0 at noon, is 2pi*(t/60 - t/720) = 11pit/360. By the law of cosines, the squared distance between the tips is 16+25 - 40 cos(11pit/360). dD^2/dt=(11pi/9)*sin(11pit/360). This gives a max when 11pit/360 = 0. So it's at t=0 and the distance between the tips is 1 cm.
