What is the required A/D converter number of bits?
You need to design a digitizer for a communication system connecting a microprocessor to a display driver chip on a PCB copper trace.?
The communication speed is slow, so the bandwidth of the copper trace is essentially infinite. ?The communication system uses 4-PAM with levels {0,0.25,0.5,0.75} Volts. The receiver has an input-referred noise standard deviation of 10mV.

You can ignore the modulation scheme (phase amplitude modulation?), and just notice that there are 4 levels that need to be read. We assume that there will be a detector putting out the voltages. 4 levels to detect, so 4 = 2^2, only 2 bits needed for your A/D. I'm not sure why they give you a noise figure. The noise is much less than the signal, so you can ignore it. If the noise was significant, you might use a lot of bits in your A/D, and try to anticorrelate (remove) the noise.
