It passed in the house 2009 and died on Harry Reids desk
They want a value added tax now aka Carbon tax .
because Stuff is not expensive enough for them .

Some more states are also getting on board.
The odd thing is that many of these are "initiatives" to reduce greenhouse gas outputs. It is difficult to say if this will actually mean cap and trade.
My personal feeling on the matter is that it likely does not mean cap and trade for many of the more repub states. Simply put, we are already down to 1995 CO2 production levels. With things like solar power decreasing in costs and natural gas, there will be a reduction in CO2 output without any cap and trade program within many states. So I think it is just an initiative designed to make it look like they were the cause. More of a taking credit for what is already occurring than actually doing something.
I am a "denier". This is not to say that I don't agree that man is causing some warming, I do. It is also not to say that I think we should not reduce our CO2 output, we should. I simply do not buy the scare-mongering end of mankind BS that has been cavalierly thrown out under the guise of science. We do not need to panic. We need smart cost-effective methods, not tax the US into another recession type of "solutions". Suffice it to say, I have not been impressed with Cap and Trade. Seems like little more than an excuse to raise our energy costs to me. And you will note that energy costs have been rising, especially in locations that use Cap and Trade.

So here in lies the question. How much do these new proposed regulation cost? Further, since we are already decreasing OC2 emissions without them and will continue to decrease CO2 emissions without them. How much more quickly will this cause CO2 reductions and is the cost of the regualtions worth the increased speed???
I am a "denier" because I ask these hard questions, and the warmers have no answer. I am a "denier" because the warmers would rather attempt to discredit me, than to actually answer the pertinent questions asked of them.

Thankfully as a whole no. But the fascists are still trying to inflict it in their ongoing war against freedom and mass prosperity.

Parts of it do but not the national government. Here is one upcoming in 2015 but I have heard that they may not implement it when planned.
