It's just a naturally alliterative phrase referring to a dandy or a man who is considered very soigne and fastidious.

It became popular around the turn of the 20th century when Daniel was a popular name in America. (Several million Irish had recently immigrated to the U.S. to escape An Gorta Mor.)

There was a famous Irish mobster in Minneapolis in the 1920s known as "Dapper Dan" Hogan, mostly remembered as the first mobster to be murdered with a car bomb.

The fictitious "Dapper Dan" hair pomade was a running joke all through the Coen Brothers' movie "Oh Brother, Where Art Thou?" because the character played by George Clooney was so vain that he had to have some Dapper Dan with him at all times.

And then there's that nice song about the 1930s from "Annie":

Wow, I never knew there were so many definitions! I just always thought of a well dressed gentleman as a Dapper Dan, and it had as much to do with the attitude as the dress, kind of an elegant and suave manner. For some reason the old actor/dancer Dan Dailey always came to mind, but he's not even on this list. Good question.

You've never heard of the legend of Dapper Dan? Oh my... he was quite a fancy fellow back in England during the 1800's. Always dressed to the hilt, smelling of fine cologne and leather. And boy, a ladies man! He had a cane made of ivory, and shoes tipped with gold. What a character!

Dapper Dan was a very Fancie dresser that was a gambler and a ladies man. He dies penniless and was only remember because of the way that he dressed and by the number of prostitutes that he visited in those gambling houses and river boats. And the few diamonds that he wore. He was also remembered for his diamond tie pin.. He also lived doing the wild west period that only lasted about 25 years............. Also there was a very few people that did say that they saw his spirit. But nothing ever came of it...................................

It is alliterative. They could have used John or Joe but Dapper Dan is catchy.
