He could have an issue he's embarrassed about. There are a few possible reasons, but a younger man usually has a pretty obvious orgasm, and quantity is at least half a teaspoon if not more.

You should be able to feel his penis stiffen and come. You should be able to feel it with your lips and in your mouth. I Dont know about oozing but your should be able to tell. If he has a issue he should be able to tell you
