The universal background heat is 4 kelvin. Pluto's surface temperature is real close at 44 kelvins. The mean surface temperature on Earth is 290 Kelvins. Kelvin is measurement of absolute temperature. You can't get colder than 0 kelvin.

<are there any planets or comets that are below zero?> Below 0 Kelvin? Of course not. Below 0 Celsius or Fahrenheit? Of course. The coldest temperatures in the Universe, though, are right here on Earth, where it is created under laboratory conditions.
