How to wear a longline bra?
Saw a really cute longline bra at Victoria's secret last week, and it was way more comfy than I thought, but when is it appropriate tp wear? Is it like something you'd only wear with formal wear, or can you wear it under a t-shirt? I've read the longline bra is a favorite with plus sized ladies, but I'm not really plus size. Any input and opinions would be greatly appreciated!

First of all, great choice ! I love them, as well !
Actually, you can wear longline bras whenever you want. But I think it is more suitable when you wear them under formal wear like dresses for weddings or any special occasions. Sure, you can also wear them under casual clothes, but I think a ''normal bra'' is more comfortable under casual clothes :)
By the way, you don't have to be a plus size to wear longline bras. There are also plus size women who wear push-up bras. It's just a matter of flaunting ones shape :)

It is more a matter of opinion/preference than a matter of rule. You can wear it whenever you desire.
In fact I would recommend you make it a matter of practicality.
Wear whenever
1) it is practical
and
2) you want to.
sometimes it may be impractical because of your top, and sometimes you will feel like a standard bra. But whatever it is, there is no rule of fashion or similar.
My advise, enjoy it and have fun!
