Wipe all the toys down with a mixture of water and white vinegar.
Also, let it air out for a while on a patio or balcony.

If bleach and vinegar solutions don't do the trick a somewhat awkward approach might. Take Vodka and put it in a tub with a ratio of 10 parts water to 1 part Vodka. Vodka is very good and removing smells like cigarette smoke, but if the stench is buried deep in the toys even something like intense Vodka treatment won't fix the issue. The best option is to usher in some new toys. Hope that helped.

If they are completely plastic, put them in a bucket of hot water to which you've added a generous squirt of dish soap, and about a capful of bleach. Swish 'em around a little bit, let them soak for about ten minutes, and then wash them with an old toothbrush. Rinse, air dry, and sniff. If they still stink, repeat the process and let them soak longer. Plastic absorbs odors, and doesn't readily release them--your toys may always have a little ciggie stink to them. But, a good cleaning should take care of the worst of it.
