When should I do these exercises?

I'm skinny enough, but being previously chunky I have fat arms. I want to tone them down signifcantly - I'm watching what I eat, and due to procrastination I never do anything but an occasional walk for exercise. It doesn't say specifically on here if I should do it every other day or every day, but what do you guys think?

    for toning : everyday or twice a day or thrice a day or more

    for building mass : not everyday
