Can I create a font with a unique pattern following a specific character?

Let's say I want to use a different c when c precedes t. Then use a unique t following c. Not kerning, but a different pattern,

    Basically - no.

    It would have to be a typography program - type setting following specific rules applied to the text patterns after the text was established. Not something that is likely to function even as an add-in to a word processor but a stand alone that finds rules for the odd font in one file for reuse and the text in another.
