Acceptable to allow a child (2.5 years old) to stand on the seat in a restaurant booth with shoes on?

Went out with a friend who allowed her 2.5 year old to stand on the seat in a restaurant booth with shoes on instead of getting a booster seat. The hostess didn't look happy but didn't say anything. I was a little taken aback too. But is this considered OK to do? This was a nice restaurant (not McDonald's).

Update:

Asking because of the glare that the restaurant hostess' gave us when the high chair was turned down by the parent.

The standing on the seat didn't disturb me but I wouldn't probably liked to be the next person at the table & having to sit on a seat which had been walked on (this was a child but those shoes have been where adults shoes have been).

There was a spillage accident - don't know if that's an ill effect.

    In the first place I wouldn't prefer going to posh restaurant if I am having a toddler with me. The reason is....people come there to enjoy me time and spend extra money for good treatment.

    About the child.....it's not his fault.....it's his exploring age. I am pretty sure the mum must have tried telling him to sit down. But again this age they are very active to sit down for long.

    If hygiene is the point....I would have wiped the chair when I am about to leave with a baby wipe or would have placed a disposable nappy mat before he stood up one chair/couch.

    Is it the best thing to do? No. But the child is 2-1/2. They don't really sit still very long. My son is two, and we generally put him in a high chair because he likes to stand on the benches and look around.

    It happened with no ill-effects so apparently it is acceptable.
