It is the opening of the fourth movement of Beethoven's 9th symphony, called the Choral Symphony because later on in that movement, there is a part for choir singing the "Ode to Joy" in German. Alex, the main protagonist of "A Clockwork Orange", is obsessed by Beethoven's music and as you will see if you watch the whole thing, is subjected to mental treatment that turns him against it.
