Yes.
It doesn't matter what you play it on, it's still a subscription-based MMO.

I wouldn't get it as it has been getting bad reviews just get Skyrim Oblivion and Fallout to hold you over till Fallout 4 and the next elder scrolls as ESO is a rippoff
