After several centuries of Muslim conquest, it took a spot of warfare to dislodge the Muslims and re-establish a Christian realm in the Iberian paeninsula. Eventually, the leading war lords in this enterprise emerged as monarchs.
That is the usual process when a land emerges from a period of conquest or (such as followed the collapse of Roman rule) a period of chaos in which there is no law or order.

There is always a leader, even in communism. What that leader is called, would depend on what country is involved. Some might suggest that America's King/Queen, is their President.
