31 million uninsured.?
If 31 million people were uninured before Obamacare, and the federal government had to take over healthcare to insure those 31 million people. Or the world as we know it would end, how is only having 7.1 million people sign up a success.
How may signed up that didn't have H-care before?
How many signed up because it is mandatory?
How many people actually paid for a plan ?

The 30 million figure is a guesstimate and probably a running average of uninsured all the time since the population changes. Even if every person had insurance, unless no one was born or moved into the U.S., lost a job, got divorced, etc. you cannot have an exact tally and that is not how life is. Frankly I dont know why this seems to be important to people asking here.

Well, frankly, the administration flat out doesn't know. Or, they just won't tell us. But from all the numbers being put out by all the states, Obamacare has caused more people to lose health insurance, than allowing people to gain health insurance.
Very, very few of the enrollees were previously uninsured. Most rolled onto the exchanges, to get "cheaper" insurance than they had before.

6 million lost their insurance, so naturally they signed up to get back insurance to now pay twice as much & have even higher deductibles. The others signed up to get free care. It is important to know or none of us would be asking. The news wouldn't be asking. For people to put their heads in the sand & not inquire is foolish; the people who do this already have good insurance so they don't care about the rest of us.
