Issues with the Continue button are usually a cache problem, or ad blocker issues. First, just try refreshing the page. If that doesn't fix it, sign out, clear all cache files and reboot the laptop.

Try to call Yahoo customer service and find out what is going on.

Idk, but I have the same problem sometimes. Also sometimes the system won't allow me to choose a best answer to my own question. It's like the buttons just decide not to work randomly.
