Can you use a VPN with a proxy or is it one or the other?

Which provider do you suggest?

I mainly need it for my bittorrent client.

    For torrents, you need a VPN based proxy. Nothing else. There are many on the web, to choose from. Proxy.sh is the cheapest for this type of VPN service.
