Cause some answers are very insightful and others are just so stupid you want to slap the stupid out of that person.

Stupid answers don't bother me nearly as much as the stupid questions.

You can. After the best answer is chosen, you can click a little deal called " comment" under each and every answer in the question. Or as another answerer said, you can edit your answer and address them in it

technically you can edit your answers and say something but we can also get violated for that.

You can comment on everyone's answers even before a best answer is chosen; I do it on occasion.
