There's no law saying that you need to go back home, the most the police can do is check that you're okay and ask you to go home, you may put yourself in a worse situation by becoming homeless, you have to ask yourself if you can last out there on your own, if you don't have a friend that you can stay with, I'd suggest a homeless shelter.
Maybe contact the police yourself or when they speak to you explain what your dad did to his girlfriend.
They'll go visit your dad's girl and when they see her with bruises they'll believe your story.
I was put into foster care before that I had been constantly sent back to a house by social services where I was being locked in a room, I found an organisation that allowed kids of a certain age to remove themselves from their parents, I'd suggest talking to social services but make it clear that you do not want to go back. They can't get you to go back without a court order and you can refuse that.

GO to the police!
You wont be arrested. But the police might be looking for you - to return you back home. But the police can help you.
