Are there existing Internet crime laws where as a hacker removes your program folders and steals your personal?

photographic and written documents over to their computers in the same apt complex in PARK FOREST IL .. can they be arrested if the STOLEN PROGRAMS AND PROPERTIES ARE FOUND ON THE PERPS COMPUTERS ? FBI reports were made but these hackers and their co conspirators altered the official FBI.gov reports.. although they werent allowed to , and told that.. can they be arrested? what is the criminal statute ? Wouldnt it be evidence to find my registered software on their computer? My written docuemnts and origianl art work and or personal photos? WHAT IS MY MAN Friend, whose photo I had on my iphoto album the day it was hacked.. was murdered last month? What has to happen for the FBI to do their job? How much do u have to bribe them?
