why does a smaller nanosecond require a higher clock speed?

Lets say I have two instruction times

a -> 266ns

b -> 1ns

If i convert to GHz, 266nS takes 0.00376GHz wheereas 1nS takes 1GHz.

so why does 1ns need more clock speed?

    Think of it as trying to fit in information into a one second time interval. The more information you can pack into that one second, means each bit of information (zeros or ones, highs or lows) occupies less time but requires a higher clock speed. The other way to look at it is that cycles per second(frequency) is the inverse of seconds per cycle (period)
