Why are some people let you choose?

It's annoying when people let you choose when you ask them first and then they say either and stuff for you to let you choose. Why do they do this? What's causing them to do this?

    Making choices is (mental) work, and also responsibility (e.g. if choice is wrong one). People do not like either work or responsibility.
