what was the name of the report done at the start of the 2nd Boer war?

I think it was the Booth report?

    Many to most sources refer to only one 'Boer War' which began in 1899 and ended in 1902 with the Treaty of Vereeniging.

    During the same era Charles Booth and B. Seebohm Rowntree produced results of studies (a Report) on the ill-effects of poverty on English men (in particular). A high percentage of those showing up to go to South Africa to fight were unfit for such service. This, according to the study was because poverty and how it was treated in England did not allow for the poor to have a healthy lifestyle (as opposed to such other European states of the day, as Germany).
