How high can a retaining wall be built without a guard rail on top? I know OSHA has a requirement on this.?

    This would depend upon the requirements of your State/Town. Contact your local town hall and ask them what the requirements are. Every State is different. You can also try to google this.

    OSHA refers to worker safety, not building code. Many places have no regulations at all regarding height of unprotected walls.
