How do i bring out my curls in short hair?

I guess you just need to grow your hair a little longer or use tiny curlers. You hair didn't curl, because naturally it is short :)

Im not really sure what you mean by bring them out ...but I found wuth my thick short hair (even though it was layered) that waving my hair looked better because of thickness ..maybe try a curling wand to reinforce the curls and make them look neater
