Not a Texas family law attorney so I can't give you legal advice, but my personal opinion is - reread your decree... it says what is required. I would imagine she does not have the choice to ignore it. You may need to now get a court order for your planned parenting time.

If the court has awarded you visitation and summer custody you can take the court order to the sheriff and they will forcefully take the children from the mother and home.
Unfortunately she hates you more than she loves the children.

There is NOTHING you can do without her approval.
Discuss all of this with a lawyer.

WTF! Bad question, bad answers, everything in this is completely wrong.
I have no idea why you sent a certified letter. I also don't understand why she wouldn't read the letter.
Visitation is a process, and no where in that process is there a certified letter. You can't just make stuff up. You need to follow the way the court has determined this should happen.
You go to court, you ask for visitation, the judge will set the visitation schedule, and then you show up at the time the judge ordered the visitation. That is how it's done. There is no other way.
A visitation schedule that has not been signed by the judge has no legal meaning. You can't just decide on your own what the schedule is.
If the mother isn't following the court ordered visitation, then you can take her back to court. If your court papers say that you need to send her a certified letter, then you can take her to court to force her to accept that. But I would be extremely surprised if that's what the papers say.
If you haven't gone to court to get visitation, then there is no visitation. Understand that visitation isn't the same as a visit. Visitation is court ordered and signed by a judge.
Go to the court house and ask for the paper work to get visitation. The process is very simple, if you made it through high school you can fill out the paper work.
If all your asking for is visitation and child support, then you don't need a lawyer.
