Can Americans purchase non-ACA compliant healthcare coverage?
Could purchasing a non-compliant plan and pay the non-compliance fine when filing taxes be cheaper than an ACA compliant plan?

Insurance companies cannot sell plans that are not ACA compliant. So, who are you going to get to sell you this non-compliant plan?

Sure, you can buy whatever you want. But if you don't have an Obama approved policy he is going to fine you.

You will probably be better off getting a complaint policy. Have you even bothered to see how much you would pay for an ACA policy?

You may be able to find a non-compliant plan out there, sometimes they are called "skinny plans". Typically they offer limited benefits, and their appeal is that they're cheap. They'll often cover things like doctor visits, and sometimes even offer lower deductibles than ACA-compliant plans, leading some people to like them better. The catch is that most have maximum payout limitations and other limitations so people who get really sick are screwed. Some employers are offering them, I'm not sure if they're available on the individual marketplace. Certianly they're not on the exchanges, and you're not going to get a subsidy to buy them.
So yes, ASSUMING YOU DON'T GET SICK OR HURT, buying a non-compliant plan and paying the fine, MAY, on total, be cheaper than buying a compliant policy. For that matter, buying no policy at all, would be even cheaper if that's what you're after. (at least for the next few years- the penalty escalates over time). But why? Why go halfway, and pay for (limited) insurance, and pay the penalty as well?

No, the ACA is much cheaper and provides more coverage than any non compliant plan.
