Since the sole purpose of the program is to provide food for the needy who cannot afford to purchase food and not to get the pot heads high

The Government needs to enforce the laws that exist today. It is a FEDERALoffense to possess Marijuana and we need to enforce this to the letter of the law.

As for welfare, the whole system is filled with waste and fraud. It needs a substantial overhaul.

The places that accept the food stamp debit cards have special systems to deduct from them, and separate out items that are food from those that aren't. In other words, the only way somebody could buy marijuana with a food stamp card is if a marijuana dispensary somehow had an illicit machine that was claiming the marijuana was food. The really big criminal problem in that case is then with whoever is selling the stuff to begin with, and not so much the person on food stamps.

The only other way this scenario can happen is if somebody who normally takes food stamps starts illegally exchanging cash for the credit on the card. Somebody with, say $100 in food stamps might trade that for $50 cash. That's illegal. And again, the big criminal problem is the person responsible for scanning the card who's lying and saying that somebody else bought $100 in food when they didn't.

So.... You have not provided a single example of somebody using their food stamp card to purchase marijuana. And in any scenario where it might possibly occur, there is a far more serious problem with the person on the selling end.

Surely the whole point of food stamps is that they're just that: FOOD stamps. Can you buy stuff that's not food, e.g. marijuana, with food stamps? Because in most food stamp systems I know, you can only redeem food stamps for food.
