As long as they don't smoke in the building while at work, or around me, I don't care what they do in their private time.

I have no clue. If by smoking while working in the kitchen at the same time is what you mean that would be illegal at least here it is. But as for people who work in kitchens well I am sure that is too high of a number that I would not know an exact number.
