There are sixteen cards valued ten points (10-K) the dealer could have, giving him twenty. You are also beat if the dealer has any nine card. If the dealer has anything less than a nine, he must draw - and the odds are fair that he would go over - a slight advantage to you.
With a pair of sevens, any card larger than seven you draw will put you over twenty-one.
