Load different css for Internet Explorer?

My question is, how to you load a different css for Internet Explorer?

On various sites, it says that I should write this in <head>:

<!--[if IE]>

<link rel="stylesheet" type="text/css" href="all-ie-only.css" />

<![endif]-->

But it not working for me, what should I do?

    Did you place this AFTER your regular stylesheet?
