Canadian permanent residence?
I am 14 and wish to live in Canada. I know that somebody needs to have 3 years out of the past 4 years of living experience to obtain Canadian citizenship. But, my mom obviously won't apply for me and let me move there. Is there any way to get around the 3/4 years to obtain permanent residence (so I can claim Canadian citizenship)?

Citizenship doesn't work that way. You need a job offer, a job skill in demand, proof you meet all the requirements etc or have someone who is in Canada sponsor you. You can't simply move here.
It's unclear what your current status is. Is your mom a Canadian? If not, she can't apply for you. If she is, then chances are you are a Canadian as well. Just wait until you are 18 and claim your citizenship.
