The State Department under Hillary Clinton fought hard against placing the al Qaeda-linked militant group Boko Haram on its official list of foreign terrorist organizations for two years. And now, lawmakers and former U.S. officials are saying that the decision may have hampered the American government’s ability to confront the Nigerian group that shocked the world by abducting hundreds of innocent girls.

Hillary, Obama. and the rest of the Democrats spend their time trying to convince their minions that Conservatives are the "terrorists".
It is clear that they would not recognize a real terrorist if he were standing in front of them wearing a suicide vest, armed with an AK-47, talking on the phone with an Al Qaeda leader.

Boko Haram has been aided and funded by the CIA and most likely still is. Now probably being used as a PYSOP (psychological operation) using emotional appeal propaganda which President Obama does all the time but this time to manipulate US citizens into wanting military intervention in Africa as an excuse for our government to acquire natural resources such as oil, uranium, platinum, etc... Emotional appeal propaganda is using persuasive language to develop the foundation of an appeal to emotion-based argument.

I just had this exchange with my ex. There is ASSUMPTION that it was because they're black. I haven't seen any rational reason reported but I can tell you it wouldn't likely be on the Daily Beast anyway.
One reason may be that the poor in their part of the world supported them because they felt supported BY them. Whether they really were or not may be in question, but they did in fact believe it to be so. There could be so many reasons that it's hard to speculate.

I'm sure she probably "shopped" the idea and figured out she could get a get out of jail free card and new wallpaper in her office bathroom by NOT putting them on the list. That sounded better than the only thing that was offered by those wanting them added to the list, and that was a $250 gift to the charity her choice and a $50 Starbucks gift card. That's how Washington works.

The U.S. has plenty of ways to assist the Nigerian government with counterterrorism even without designating Boko Haram, Carson said. The problem has long been that the Nigerian government doesn’t always want or accept the help the U.S. has offered over the years.
“There always has been a reluctance to accept our analysis of what the drivers causing the problems in the North and there is sometimes a rejection of the assistance that is offered to them,” Carson said. “None of that has anything to do with putting Boko Haram on the foreign terrorist list.”
