as an IT consultant I would have to advise them that cloud computing should not be considered an option, the idea of trusting an unknown third party with company files is absurd even if they were trustworthy ( and none are) they go out of business in a flash , far better to have an offsite bank of servers

Network congestion is a large problem when it comes to a very busy website and/or server. This would include your local and regional locations including the data center itself.
So the ideal cloud computing would include the entire infrastructure as a service. My answer is "C".
