She seems extremely disingenuous. That is a poor character quality and shows a lack of leadership.

A. This is a bit false. She labeled all of their leaders as terrorists. She didn't label the group itself as terrorists, because we have ample evidence that shows it would only draw more people and money to their cause.

B. If you really want to attack Clinton for this issue, you must also attack Secretary Rice for her refusal to label Boko Haram as a terrorist group from 2002-2008. But, since you aren't really interested in attacking the Bush administration, you neglected to point out the fact that they failed to do anything about Boko Haram for 6 years.

“Designation is an important tool, it’s not the only tool,” a former State Department official told the Beast. “There are a lot of other things you can do in counterterrorism that doesn’t require a designation.” This includes boosting development aid to undercut the causes of unrest and deploying the FBI to assist in tracking down Boko Haram, both of which the U.S. actually did.

African experts asked for a delay in the designation: “an FTO designation would internationalize Boko Haram, legitimize abuses by Nigeria’s security services, limit the State Department’s latitude in shaping a long term strategy, and undermine the U.S. Government’s ability to receive effective independent analysis from the region.”

Note that individuals from the group were on the list, just not the org itself.
