What are domestic states?
The reason i want to know this is because i'm saw a particular item at Ebay and in the description the seller states "Will only do free shipping to domestic states". The item is in Colorado, will it affect the shipping cost if i live in Virgin Islands or Puerto Rico?

Domestic states are the 48 adjoining U.S. states plus Washington, D.C.
The shipping costs to Alaska, Hawaii, Puerto Rico, or the U.S. Virgin Islands are identical, but they are higher than the costs to ship to the adjoining states.

Domestic states is usually the term for the 50 states. For example, if you look at the USPS website, they have 'domestic' as an option, but both the Virgin Islands and Puerto Rico are separate options. Therefore, there's going to be a separate rate (more expensive). http://postcalc.usps.com/
So, yeah it'll be more expensive if you're outside of the 50 United States.
