Like would you cooperate with NATO, would you have conscriptions, how much money would you spend on military, that sort of thing.

A lot of factors.
An ideal place for me, would be a country in scanadavia.
Finland.
Maintain a small, well equipped military and maybe a limited conscription if you're near a big country like russia.
21st century. Economic power can destroy countries fast as well as military might.
I'd be more concerned in bettering the country in peacetime than having to find a large military that May not earn much in return.
Alliances are important.
